Mark Kropilak
CEO
Mark is an attorney and business executive with 30 years of experience in the water business, including recent experience in private equity. He has worked on numerous acquisitions and growth ventures for Aqua America and other utility companies, where he served as corporate counsel and head of business development. Mr. Kropilak holds a J.D. from Columbia University, an EMBA from Villanova University, and a bachelor’s degree from Saint Vincent College.

Jeffrey Leepard
COO
Jeff is a registered professional engineer with almost 30 years of experience in the water treatment, contract engineering, and chemical industries. He has led major projects for companies such as Colgate-Palmolive and Akzo Nobel and has formerly served as Director of Engineering for Mid-Atlantic Technical Engineering. Mr. Leepard holds a B.S. of Engineering from North Carolina State University. He supervised the construction of Liberty’s first ROVr vehicle.

John Taylor
CTO
John is an inorganic chemist with 30 years of analytical expertise working for West Point Pepperell, Union Carbide Corporation and now Liberty Hydro. While at Union Carbide, he supported the global analytical chemistry needs of the business lines devoted to ethylene oxide and ethylene glycol and achieved Six Sigma Black Belt certification in 2005. He holds his PhD in inorganic chemistry from Auburn University, Alabama, which was preceded by a BSc Honors degree in chemistry from the University of Manchester Institute of Science and Technology in the U.K. Dr. Taylor is a consultant on water chemistry, including frac water and osmolality.
